Objectives of the Course
The course helps students to analyze the wider range of problems facing economic policy makers and to understand the background to economic decision-making. Furthermore, the course aims to improve student’s insights and ability to recognize and resolve economic policy issues in a methodologically sound and effective manner.

Course Contents
The crises of Turkish economy (1994, 2000-2001), (the reasons of the crises and the programs to overcome the crisis), 2008 global financial crisis and Turkish economy. Definition, purpose, tools and history of economic policy and impacts of national and international institutions on economic policy. Public finance in Turkey, money and exchange market, financial markets, issues in balance of payments, inflation and unemployment, expectations in economic policy, monitoring economic process and evaluating macroeconomic indicators, problems faced in economic policy implementations, theoretical framework of economic policy, economic policy implications in Turkey.

1.1994 crisis and April 5, 1994 Stability program: reasons, aims, features and strategies, implementation and results of the stability program
2.Postponed Reforms and Turkish Economy early on the 2000s, Anti-Inflationary program, causes of failure of the program and 2001 economic crisis, 2002-2004 IMF Strong Economy Program, regulations made in the scope of the program, macroeconomic policy implementations and evaluation of the results.
3.2007 global financial crisis and Turkish economy: reasons and features of the crisis and direct and indirect impacts of the crisis in global and Turkish economy
4.Public Finance in Turkey: Reading and interpreting the budget, public sector borrowing requirement, internal borrowing and its methods, external borrowing of Treasury and its methods, debt, stock-debt burden, debt service, extra-budgetary public finance.
5.Money and Exchange Rate Markets: Central Bank and banking sector balance sheet analysis, exchange rate systems and exchange rate fixing, monetary policy in Turkey, interest policy (low interest rate-high exchange rate, high interest rate-low exchange rate policy evaluations)
6.Financial Markets (Money and Capital Markets): Lendable funds market, banks and their basic functions in money market and risks, 2000-2001 banking crisis, supervision of banking sector and the process of restructuring.
7.Balance of Payments: Detailed analysis of balance of payments. Problem and meaning of balance of current accounts and arguments on wind up and sustainability. Meaning and sustainability of capital movements, its effects ok economic policy, net errors and omissions problem.
8.Inflation: Definition, types, causes, price indices and their calculations in Turkey (ÜFE and TÜFE), index reading, inflation in Turkey, history of fighting against inflation, indexation in inflation, etc.
9.Expectations in economic policy: Process of constituting expectation (types of expectations), theory of rational expectations, role and importance of expectations on economic policy
10.Monitoring Economy: Forecast of growth in GDP, reading budget, monitoring public borrowing, monitoring balance of payments, interpretation of monetary indicators, changes in bank deposits and credits, monitoring stock exchange index.
11.Applied interpretation of macroeconomic indicators: Indicators used in analyzing real economy, indicators used in analyzing financial sector.
12.Problems occurred in implementation of Economic Policy: Problems caused by politics and bureaucracy, problems caused by lags, problems caused by people or institutions, necessity of organizational regulations.
13.Theoretical Framework of Economic Policy: Money, finance, exchange rate, interest rate, foreign trade policy, stability policies.
14.Economic Policy Implementations in Turkey: Pre-2000 period and post-2000 period economic policy implementations.
